Very disappointing, even for 15€. Very cheap material and the metal rods are not well cut, resulting in them coming out of place with the slightest touch. Also, the wheels do not connect well with the rest of the structure and the base leans.

Sturdy is not what you would call it, it seems to be a fake construction, but I have never had an issue with it falling or anything like that. I have removed the wheels and have it stable in a corner, it holds jackets but it's better to place them at the edges, not in the center. Make sure to connect the pieces correctly; they require a bit of force to fit all the way in, but be careful not to break the pieces.
