For €1.8, it's great for equipment.
Just be careful with the dimensions. It's small for a normal tent.
Also, it doesn't have a zipper, the equipment goes in through the opening on top and tightens with a string.

It looks more like an umbrella case than a tent bag, and the dimensions are far from 70x19. The length is about 65 cm and the diameter is slightly over 11 cm. As for the material... I have seen supermarket bags of much better quality, larger and much cheaper... Maybe it's meant for a children's room tent... I will probably use it to store the tent pegs, it's not suitable for anything else.
