It was the first time I tried it, it didn't let in any "leaks", but due to heavy rain, the road had a lot of water, in some areas I would say it was flooded, cars would splash you every time they passed you or from the opposite lane, and in the 50 minutes that the journey lasted, although I felt some moisture had penetrated, nothing had actually entered. Not even a drop. It was just my imagination or maybe I was influenced by previous waterproof products I had, thinking that I would have the same poor results.
Therefore, buy it without a second thought. The only negative thing is that it doesn't have sizes for people who are 1.90 meters and taller.

I have worn it 6 times, twice I drove in very heavy rain for at least 1 hour of driving and on roads with a lot of water, nothing passed through.
I arrived at my destination all 6 times and I didn't get wet at all.
It is stretchy, it is made of PVC! And it has very good seams. At the bottom, it has two clips to gather it over the boot.
