In this essay-appeal, titled "For a Constitution of Europe," the greatest living German philosopher, Jürgen Habermas, analyzes the "constructional flaw" of the Eurozone and proposes solutions for European unification, which seems to be failing with dire consequences for the peoples. The question is not whether the EU will dissolve, but how to prevent its decline as a vision and as a legal entity: through the current crisis, member countries can and must develop their economies in such a way as to prevent the degradation of human rights and simultaneously strengthen their relationship with each other. The German philosopher refutes the idea that national sovereignty is impossible within the EU framework and emphasizes that the universal problems of our time require a universal approach. "Once we see the European Union as having been created by two subjects with equal rights and capable of creating a constitution - which originates equally from the 'citizens' and the 'peoples' of Europe - we recognize the architecture of supranational and simultaneously democratic coexistence. Therefore, we need to understand the consequences of the unprecedented development of European law over the past fifty years. "The political elites still hesitate before the high hurdle of constitutional change. This hesitation is not explained only by opportunistic interests in maintaining power, nor by the lack of leadership strength. The fears stemming from economic analyses make Europe's problems more intense in the consciousness of the inhabitants and give them a deeper existential meaning than ever before. This unusual stance of the citizens (i.e., interest, concern, questions) should be taken by the power elites as an opportunity and recognize the exceptional nature of the current situation. But politicians have long since turned into an executive elite: they are not prepared for a borderless situation that cancels the usual polling-administrative control and requires a political way of shaping mentalities.
