Unfortunately, when I connect my laptop (by itself) to charge with power delivery, it only reaches a maximum of 45W and gives a warning of insufficient charging. The cable I used is a genuine Samsung USB-C cable from end to end, so I don't think that's the issue...

It requires a cable for high-power charging (those that support up to 100 watts of charging) and also it is not enough to just have the laptop connected to the computer, it requires an additional action. If you had a connected device before, you need to unplug it from the socket, connect only the laptop, and then plug it back in. Some bug in the firmware is responsible, I don't know, but after that, everything is okay (65W charging)
