Spring preload adjustment or adjustable spring screw. With the threading of the cylindrical shock absorbers, the user can turn the preload to finely tune the spring and tighten a provided bolt to secure the ring in place.

The Rebound Adjustable is for controlling the rebound of the shock absorber. Fast or slow depending on the driver's needs.
