It is as it should be for its price. It didn't have the legs mentioned in the description and in the photos. Lightweight construction but okay, it does its job. It is assembled with plastic connectors and not with screws as shown in the photos.

For the money, it's okay. We organized several pairs of shoes. It holds 4-5 pairs on each level. The hanging part for things is not a stable construction. It is for lightweight items (e.g. umbrella, hat, etc.), otherwise it bends forward. If you are looking for a very economical way to organize your entryway, it's fine.
