A tyrannical group known as the Magistrate has taken control of the police in Gotham City and oppresses anyone who wears a mask - heroes and villains alike. After discovering Batman's secret identity, Bruce Wayne quickly disappears, nearly losing his life in the process. He maintains the illusion that Bruce Wayne is dead and operates from a hideout as the new Batcave, trying to save Gotham City from its new conquerors.
