  Definitely not suitable for a 2-year-old baby. The small one weighs 15 kilos and it is huge for her, the front part goes up to her neck and she can't swim, her arms can fit three times her hands. The back is loose no matter how tight you fasten it, especially when it's wet. It could do a good job if it was narrower and aimed at this age or if it was aimed at 4-5 years old and above.
