The management of the Covid-19 pandemic has brought to the forefront a real "pandemic of interpretations" regarding the Constitution, institutions, rights, democracy, as well as the relationship between the State and globalization and the European Union. The questions that emerged in public dialogue were diverse and provocative. Was the Constitution disrupted by the restrictions imposed on rights and the functioning of democracy? Was the autonomy of politics affected by the sovereignty of "experts"? How is the widening of inequalities addressed and how are political dilemmas formulated in times of pandemic? Is globalization really receding and are dominant Nation States making a strong comeback? Is traditional Keynesianism resurfacing or is a "new type" of interventionism emerging? How is the EU's interventionist action evaluated and in what way does crisis management go through the economic and political unification of Europe?
The deconstruction of the myths of the "interpretive pandemic" becomes an opportunity to reflect on the future of constitutionalism at two levels: First, by restoring the concept of the Constitution as a technique of checks and balances that allows for democratic self-determination against any form of tyranny. Second, by rediscovering the virtues of a solidary society of sharing and equal participation, where "social democracy" meets the mutual ethical duties of citizens.
