In my personal opinion, at the moment, considering power/price, it is the best processor on the market. The price difference with the 3700x at the moment is around 135-140 euros (speaking about the same store or the first one available) and it is really worth it, as it is much better in Multi Thread tasks (the 3700x is also an excellent CPU, don't get me wrong). The Performance Core Boost works exceptionally well, especially for Single Thread applications, where it provides a significant increase. The installation is also very easy. However, make sure to download the necessary AMD software (AGESA/Ryzen Power Plans (AMD Chipset Drivers)/AMD Ryzen Master). At the same time, update the BIOS.
The cooler that comes with it (Wraith Prism) does a very good job if you are an enthusiast user with normal levels. Specifically, under idle conditions and at 25°C ambient temperature, the temperatures it maintains are around 40-43 degrees. Now let's see some results from stress tests (Cinebench R20):
Core Performance Boost OFF: ST ~445, MT ~6800, ST temps ~62°C, MT temps ~73°C
Core Performance Boost ON: ST ~515, MT ~7150/7200, ST temps ~67-70°C, MT temps ~81-84°C
In renders from 3 to 10 minutes for architectural and graphic designs (100% load), the maximum temperature was 86°C. With the case open, the maximum was 81°C.
Note that all the above are with stock settings and as the processor comes (it comes with Precision Boost 2 enabled, which is what I refer to as Core Performance Boost). I won't talk at all about PBO, AutoOC, and manual OC because these are not stock settings and the discussion is extensive (personally, I won't bother with any of them).
Cinebench R20 is a strong stress test, so in gaming (ST) or in some MT applications and tasks, don't expect to reach similar temperatures. Nevertheless, if you are a user who constantly and powerfully utilizes MT scenarios, you may need to use an aftermarket cooler (e.g. BeQuiet! Dark Rock Pro 4).
For me, the only negative aspect of the stock cooler is that it makes a bit of noise. Otherwise, with my usage so far, I am very satisfied with its performance. Also, aesthetically it is very beautiful (RGB - but let's emphasize that it is the last thing we care about).
In conclusion, at the moment, with 430 euros, you can get a globally top processor with top performance in both ST and MT scenarios, including a decent cooler. With an upgrade to better cooling, expect an additional 70 euros. There is truly no competition at this price point and with such performance.
EDIT: I "tweaked" my case a bit to maximize airflow and I am getting excellent temperatures in anything that is not 100% all-core load (they remain the same as before at their maximum value - 85°C - but the processor boosts to higher frequencies). In 1440p ultra gaming and with a room temperature of 24°C, I now have temperatures of 60-65°C after long sessions! Always go for the Wraith Cooler.
