Because there are many people who are torn between FIFA and PES, I will try to guide you quickly and in simple words! And even though FIFA has a special significance for me, as my first gaming memories are about this game, I will be completely objective!
Don't just look at the negative or positive comments...
Some people like one, others like the other!
The fact that some consider it the worst FIFA is their personal opinion, and the fact that others consider it perfect is also an equally different opinion!
I grew up with FIFA... And then I also tried PES. I watched some videos on YouTube and I have to say that it doesn't help much to form an opinion. You will make your final decision after personally trying these games yourselves.
So, both games have positives and negatives.
PES has more realistic graphics, no doubt about it, but it lacks licenses... Even if you use patches, it won't be the same as before...
On the other hand, FIFA has everything!! But it's not always very realistic...
FIFA has slower gameplay, but it's logical, what do you expect, players sliding and scoring goals all the time against anyone? Of course not!! And the reason it became slower is to try to make it look more real. Indeed, in reality, the movements are more or less like that!
The argument "It became slower to look more like reality" was used by EA itself. Besides, if you want, you can change it and make it faster through the settings!
Now, those who talk about bugs, fast defenders, slow attackers, game errors... don't listen to anything. Just because it happened to 1 or 2, doesn't mean it happens to everyone else.
I liked FIFA as much as PES. It just depends on each person's preferences... Let's see:
- If you prefer smoother, more realistic, and brighter graphics, if you like more stable movements and easier goals and you don't have patience, you can choose PES.
- For those who don't mind being patient and slowly building their attacks, for those who want all the licenses without using patches, for those who want more features and most importantly: FOR PREMIER LEAGUE LOVERS, I recommend FIFA.
* For those who see football in a more romantic way, for those who analyze and often think that they are inside the game... for those who play football in local teams and identify with this game, for those who see English stadiums, even in the lower leagues, and feel an emotional - moving sensation, and even for those who train with the thought that they are there, but also for those who want a more relaxing and football-oriented music playlist, FIFA is the best choice you can make!
In my opinion, you can get both. But if it doesn't fit your budget, you can buy the respective game based on the preferences I mentioned!
P.S.: Even though I talked a little more about FIFA, know that I enjoy both games!

Edit: By choosing the "training" mode in FIFA, you can see how incredibly realistic the players' movements are in training. Especially for those who play football in teams will understand. The players behave very realistically even in the simplest movement!! The body positions, the passes, the shots, the dribbles, the falls, the pushes, the overall movements are as if you are watching real football!!
Also, it should be mentioned that the players are actually tested in separate rooms with special cables in order to capture their movements in the game!! Something that doesn't happen in PES...

Most negative reviews come from players who don't know how to play and get bored with making an effort to improve. And passes will succeed if you know how to do them at the right timing, and shots will go in, and defenses will come out.. And with 1-star teams, you can win if you have patience and think in general. When you know how to play, almost nothing bothers you. Glitches will always exist in all games. After all, it's a game, not a true representation of football. They are robots, not real humans. And yet, it copes with reality. From good players, you will always hear positive things, but they won't fail to mention some problems that exist. Simply, don't listen to anyone. Enjoy it. The old good FIFA is here and it is improved.
